Houston Texans Plan Sports, Entertainment Toro District Near Jubilee
Big news, H-Town! The Houston Texans are bringing an 83-acre sports and entertainment destination to northwest Harris County’s Bridgeland Central, located a short drive southeast of Jubilee on Hwy. 290.
Coined the “Toro District,” the project is in partnership with the Houston Texans, Harris County, and developer Howard Hughes. According to the announcement from the NFL franchise, the Texans will relocate its global headquarters and training complex to 22 acres in the Toro District, which will include retail, restaurants, hotel, entertainment, commercial, and medical space in the remaining 61 acres.
In addition to closer access for sports fans, the project is expected to yield a regional economic impact of roughly $34 billion and create more than 17,000 jobs. Harris County Precinct 4 Commissioner Lesley Briones said taxpayer dollars will not be used to fund the Texans’ new facilities; county commissioners voted Feb. 12 to create a tax increment reinvestment zone, which would help bring in revenue to fund parts of the project instead.
A Community Destination
For Jubilee residents, the project brings better access to Harris County services, more lifestyle and recreational amenities, and improvements to road and pedestrian infrastructure. For young residents in Jubilee zoned to Waller ISD or who are attending Lone Star College, the project is also expected to bring internships, career pathway programs, and sports-focused educational initiatives, per the announcement.
The county’s plans for the project also include:
- new parks and trails
- enhanced mobility
- better infrastructure
- a future on-site Harris County Community Services Center with local access to county resources, such as voter registration and tax filing
“Bringing county resources deeper into the heart of this fast-growing area of Northwest Harris County will create good paying jobs, allow more convenient access to county services, enhance health and wellness with new green spaces, and increase connectivity with needed infrastructure investments," Briones said in the announcement. "The Toro District is a huge win for our community. We keep our beloved Texans here at home and are catalyzing a transformative economic development project that will grow the economy of Northwest Harris County for decades to come.”
A timeline for the Toro District project has not been released, but more details are expected soon.
